What does the army say?

Mr Süssli, let's imagine that Switzerland is under attack. Physically and digitally - how well could we defend ourselves?

Over the last few years, we have been able to maintain our defence capability as a competence, but we now need to strengthen this capability again. In other words, we need to fully re-equip the army and procure sufficient ammunition.

Is it easier for a small but highly innovative country like Switzerland to fight wars in cyberspace than to fight conventional battles on the ground and in the air?

We can defend ourselves very well digitally and have an infrastructure that is unique in the world. With protected data centres and the only computer network in Switzerland that is not dependent on electricity and is also kinetically protected. The authorities can therefore communicate via this network and coordinate their operations in the event of an attack. In addition, the militia army is regarded as our great strength. Many members of the armed forces who work in the field of cyber security in civilian life can also apply this knowledge when serving with the cyber troops. This asset is unique. That is why we have a strong line of defence thanks to our militia.

The fourth industrial revolution is having a major impact on technological developments used by the military, such as drones, robotics and artificial intelligence. Where do we stand in this respect?

In recent months and years, we have built up strong partnerships with universities, which enables us to benefit from their knowledge. We have also founded our own start-up, "Swiss Innovation Forces", which generates knowledge and incorporates it into the Armed Forces. Thanks to the innovation processes we have developed, the Armed Forces can quickly integrate modern technologies, particularly in the areas of AI and drones. The first results are the militia translation programme "MEEPL" for military documents and the "BUDI" (Bottom-up Drone Innovation) project. An entire battalion received a loan, procured drones and successfully deployed them as sensors.
