Seventy-two countries have signed the UN Convention against Cybercrime, the first comprehensive global framework to combat cybercrime and strengthen cooperation on sharing electronic evidence on serious crimes. The “Hanoi” Convention neither consolidates nor fragments global cybercrime law but reconfigures it, shifting authority from regional instruments to a universal forum. As attention turns to ratification and capacity building, states must ensure the treaty is implemented pragmatically and safeguarded from abuse. Its impact will be determined by how it is operationalised, and by whom.
