The European Union's digital policy has so far focused largely on regulating applications and services, making Europe highly dependent on US technology giants and ill-equipped for global competition. As this model is proving unsustainable, business leaders are driving a shift towards digital sovereignty – from core infrastructure to end-user applications – to reduce dependence on external factors and secure Europe's digital future.

Senior Expert for European Tech & Digital Policy

Pavlina Pavlova is a #ShareTheMicInCyber Fellow at New America and a cybercrime expert at the UN Office on Drugs and Crime (UNODC) in Vienna. Previously, she advised UN processes on cybersecurity and cybercrime as a public policy advisor at the CyberPeace Institute and worked at the OSCE Chairmanship and the European Parliament. For over ten years, she has been combining technology, security, governance and human rights and is an internationally sought-after speaker on cyber diplomacy.
