The world's militaries are rapidly advancing psychological warfare with gigantic budgets: so-called “cognitive warfare”, which NATO describes as the “most advanced form of manipulation”. This targets the psyche of every human being directly, with the aim of 'hacking' our minds like a computer. The militarization of digital platforms such as Tik Tok as a means to achieve geopolitical ambitions is highly dangerous and has been going on for a long time.

Advisor on new digital technologies of warfare at ICRC

Mauro Vignati started his career with the first unit of the Swiss Federal Police, participated in the first Swiss center for public-private partnerships in the field of cyber security for critical infrastructure and founded the Cyber Threat Intelligence division in the Department of Defense. He also set up Vulnerability Management within the National Cyber Security Center NCSC.ch and led the Swiss government's first bug bounty program. At the ICRC, he focuses on the militarization of the digital domain, cognitive cyber warfare, the role of digital capabilities in a defense concept and implications for critical civilian infrastructures and society as a whole.
