The ITU's Global Cybersecurity Index has been tracking countries' cybersecurity commitments for a decade. During this time, there has been a persistent gap between countries' cyber capabilities, particularly in areas such as coordination, incident response and capacity building. We will examine the actions countries are taking at the national level, the problems created by uneven commitments, and the importance of international and domestic coordination.
