Today, states exploit technical vulnerabilities in a targeted manner in order to assert their strategic interests. It is therefore important that states are able to defend themselves against threat actors. In order to pursue an active foreign, security and defence policy, a society-wide approach is needed that can organize offensive cyberspace operations.

Gazmend Huskaj
A military veteran with service in conflict and post-conflict areas, including the Balkans and Central Asia, he now heads the cyber security department at the Geneva Centre for Security Policy (GCSP). He previously worked as a PhD student in cyberspace operations at the Swedish Defence University and as Director of Intelligence for cyber issues in the Swedish Armed Forces. Prior to that, he was in charge of the United Nations Intelligence Cell for several years.
